A lovely ivory white pure cotton dobby that looks a bit like seersucker or plisse.  Unfortunately, it is seconds quality: there are occasional light brown marks, less than 1cm in size, towards the selvedges (see 5th photo for example).  There are also brown pin dots scattered here and there which are less obvious.  It would be hard to fully avoid the defects, especially if you're cutting something with large pattern pieces such as a skirt.  As such, I recommend this fabric for DIY dyeing (tea dyeing, indigo, etc.) or for test garments.  You could also try bleaching it.

Apart from the defects: this fabric gets its fine crimped texture from a very tiny repeating design woven into it.  It feels slightly dry to touch and is very comfortable against the skin as the uneven texture promotes airflow, similar to seersucker.   Slightly translucent, with some structure and drape.   A versatile fabric suitable for tops, blouses (would hold puffed sleeves well), mens or ladies shirts, dresses, skirts, or kids wear.
