Black cotton Schliffi insertion lace trim, about 15-16mm wide at the widest point (trim has a little width-wise give). This lace feels slightly crisp or starched. It looks pretty much the same from either side.
These cotton trims are used to add detail to clothing or accessories. Insertion lace in particular has two straight sides so it can easily be "inserted" between seams.
